The State Council Draw the Red Line of the Total Energy Consumption

30 Chinese premier wen jiabao chaired a state council executive meeting to study the deployment of control the total energy consumption.

To change the status of the excessive use of energy, ensure national energy security, promote the sustainable and healthy economic and social development and ecological civilization construction, the meeting proposed that turn to base on the way, the structure, fully give play to the role of market mechanism, optimize the industrial structure and layout, promote the revolution of energy production and consumption, speed up the formation of total energy consumption intensity and the double control mechanisms. Meeting agreed targets put forward by the national development and reform commission: by 2015, the total energy consumption control in about 4 billion tons of standard coal, Chemical Manufacturers and Chemical Products,electricity control at about 6.15 trillion KWH.

The meeting stressed that to achieve this target, we must earnestly implement the scientific outlook on development, focus on the following work:

(1) establish a mechanism for the decomposition implementation. The total amount control target decomposition to various areas of science, local governments at various levels of their respective administrative areas to control energy consumption work overall responsibility. Strengthen the responsibility of the enterprise to save energy and protect the environment.

(2) make full use of market mechanisms, strengthen scientific and technological innovation. Complete water and electricity, nuclear power and renewable energy electricity pricing mechanism, the relationship between natural gas and alternative energy price and the relationship between coal and electricity prices, improve the difference of electricity and punitive tariff policy. Promote the reform of resource taxes, strengthen the link of energy consumption tax adjustment, strict control of energy intensive industries. Promote new technology of energy saving, new products, to support and expand energy conservation service industry.

(3) perfect the laws and regulations and standard, completes the energy statistics and forecast early warning, timely organization to carry out the national energy statistics survey.

(4) to improve energy basic public service level, to guide resident reasonable use, ensure that residents living electricity, electricity is strictly forbidden to residents.
